The Ministry of Panchayati Raj launched the eGram Swaraj portal to strengthen e-governance in Panchayati Raj Institutions (PRIs). The eGram Swaraj portal and eGram Swaraj App were launched on the National Panchayati Raj Day, celebrated 24 April every year.
The eGram Swaraj portal aims to bring better transparency in work-based accounting, decentralised planning and progress reporting. This portal will help strengthen e-governance in all PRIs across India and mark complete digitisation.
The eGram Swaraj portal is a single interface that provides work records right from planning to implementation and keeps an account of panchayats. It includes work records of each village panchayat listed under the Gram Panchayat Development Plan (GPDP). Through this portal, anyone can get information about the funds, development works and functioning of the panchayat.

The benefits of the eGram Swaraj portal are as follows:

- Individuals can monitor the work done by the Ministry of Panchayati Raj.
- It provides the complete information of any gram panchayat like Panch, Sarpanch, panchayat’s information, property details, mission antyodaya, panchayat development plan, etc., in one place.
- It has simple navigation for the users and rationalises the number of data entries.
- The daily reports and progress reports can be viewed, based on which further funds will be allocated to the gram panchayats for development.
- The money for development will also be paid through the eGrama Swaraj portal, making it completely transparent.
eGrama Swaraj Portal
Anybody can view the information and details about panchayats, reporting and accounts on the eGram Swaraj portal. The whole idea behind this portal is to let everybody know about the developmental works going on in villages. Following is the process to view details about panchayats and developmental works on the portal:
- Visit the eGram Swaraj portal.
- Scroll down and click on the ‘Profile created’ or ‘Elected Representatives’ option on the ‘Panchayat Profile’ tab, select the state, district panchayat and gram panchayat to view the panchayat profile or details of the elected representatives, respectively.
- Click on the ‘Approved ZP Plan’, ‘Approved BP Plan’, ‘Approved GPDP’, ‘Ongoing GPs’ or ‘Geo-tagging Initiated GPs’ option on the ‘Planning and Reporting’ tab to view the number of approved Zilla Panchayat (ZP) plans, Block Panchayat (BP) plans, Gram Panchayat (GP) plans, ongoing GPs with physical progress and geo-tagging of GPs in each state.
- On the ‘Accounting’ tab, a person can view the accounting statistics, receipt and expenditure analysis report for the fourteenth finance commission, receipt and expenditure analysis report for the fifteenth finance commission, and yearbook closed report (2021-2022) by clicking on the ‘GP & Equv.’, ‘FFC’, ‘XVFC’ and ‘Year Book Closed’ options respectively.
- A person can view the ‘Registered Auditors’, ‘Registered Auditees’, ‘Audit Plans’, ‘Observations Recorded’, and ‘Audit Reports Generated’ by clicking on the respective options on the ‘Audit’ tab.
- A person can also view the financial progress report for each state containing details such as state name, number of vouchers booked, the value of vouchers (receipts and payments), number of vouchers freezed, freezed receipts and payment for the current date and the entire financial year till date.
eGrama Swaraj Portal Registration Process
An individual can view the financial progress reports and approved panchayat plans without logging into the portal. The Panchayat Raj Institution (PRIs) will log in to the portal to enter the data. The state agency will approve/disapprove the PRIs request to create a login ID. The registration process for PRIs is as follows:
- The state agency will log in to the eGram Swaraj portal.
- It will open the onboard panchayat for the online scheme module.
- Select the respective PRI for onboarding and click on save.
- The state agency will provide the User ID and password to log into the portal.
- The PRI can generate its DSC (for maker or checker) and initiate transactions on the portal.
All the PRIs must register the Digital Signature Certificates (DSCs) in the eGram Swaraj portal for their respective maker and checker. The DSCs should be approved by the immediate higher authority, i.e. state, district or block agency. A maker is responsible for mapping the bank branch created by the district admin to create the panchayat’s bank account, add or modify the opening balance for mapped schemes, and add beneficiaries for making payments to them through the portal. A checker user is responsible for DSC management on the portal.
eGrama Swaraj Login Process
- Visit the eGram Swaraj portal.
- Click on the ‘Login’ option available on the right-hand side top of the homepage.
- Enter the username, password, and captcha code.
- Click on the ‘Login’ button.
eGrama Swaraj Application
eGram Swaraj mobile application showcases the progress of various activities undertaken by the PRIs. All android smartphone users can download the ‘eGramSwaraj’ mobile app from Google Play Store. Follow the below process to view the activities of the PRIs on the eGramSwaraj mobile app:
- Download the ‘eGramSwaraj’ app from Google Play Store.
- Open the app, select ‘State’, ‘Zilla Parishad’, ‘Taluk Panchayat’, ‘Gram Panchayat’ and click on the ‘Submit’ button.
- Select the ‘Financial year’ and click on ‘ER Details’, ‘Approved Activities’ or ‘Financial Progress’ to view the respective details of the gram panchayat.
